Is a ceiling fan cheaper to run than air conditioning?

By a wide margin. A DC fan on a mid speed draws in the order of 10–30W; a reverse-cycle split system is in the hundreds to low thousands of watts. Running fans alongside air conditioning also lets you set the thermostat one or two degrees higher for the same comfort.

Can I use a ceiling fan in winter?

Yes — run it in reverse on the lowest speed. Warm air collects at ceiling level, and a slow updraught pushes it down the walls without creating a draught you can feel. It makes the most difference in rooms with high or raked ceilings.

Which uses less power, more speed steps or fewer?

More steps, in practice. Power draw rises steeply with speed, so a fan that lets you sit on step two of six will use far less than one forced onto the bottom step of three. This is most of the real-world efficiency gap between DC and AC.

How do I compare fans on efficiency?

Look at airflow in m³/hr against power draw in watts, both usually given at top speed. Airflow per watt is the honest comparison — headline wattage alone tells you nothing about how much air you get for it.
